São Paulo City Hall Demands Audit of NGO Linked to ‘Dark Horse’ Film

The São Paulo municipal government has formally requested explanations from the non‑governmental organization Instituto Conhecer Brasil regarding 13.4 million reais in expenditures tied to a contract for installing free Wi‑Fi in low‑income neighborhoods. The NGO, led by Karina da Gama—who also heads Go Up Entertainment, the producer of the Bolsonaro‑inspired film “Dark Horse”—signed a 108 million‑real agreement with the city, later amended by an additional 49 million. São Paulo’s police civil unit is probing the contract for alleged fraud and possible diversion of public funds to the film. City officials identified 41 suspicious payments, including 2.2 million reais paid to Complexsys, a firm linked to an NGO director, and earmarked 906 thousand reais for immediate restitution of canceled invoices. Instituto Conhecer Brasil has been given 30 days to provide documentation and justification, stating it is cooperating with suppliers and partners to compile the requested information.
