Brazil probes PCC ties as councilor Senial Moura is detained and Rio police fuel contract stays active

São Paulo councilor Senial Moura (PT) was arrested on suspicion of directing a money‑laundering scheme for the Primeiro Comando da Capital (PCC) through the city bus operator Transunião. A custody hearing kept his pre‑trial detention in place. Authorities say Moura acted as the hidden controller of the company, diverting funds to the criminal organization, and that the investigation stemmed from the 2020 murder of former Transunião director Adauto Soares Jorge. The judiciary has seized roughly R$ 194 million in assets and blocked dozens of vehicles, boats and properties linked to the case.

In a related but separate investigation, fuel distributor Rede Sol Fuel, also named in Operation Carbono Oculto for alleged PCC connections, continues to hold a R$ 168.8 million contract to supply gasoline and diesel to the Rio de Janeiro Police Military fleet through 2027. The police affirmed the contract’s legality but announced a forthcoming new tender. The contract has already been amended three times to add additional budget sources.

Both probes highlight ongoing scrutiny of companies suspected of channeling public resources to the PCC while still maintaining lucrative government contracts.
