Vereador Senival Moura arrested as police dismantle PCC money‑laundering scheme at Transunião

On 25 June 2026 police and the São Paulo State Public Prosecutor’s Office carried out Operation Última Parada, arresting PT councilor Senival Moura and four other suspects linked to the Primeiro Comando da Capital (PCC). Investigators said Moura acted as the hidden decision‑maker of the city bus concessionaire Transunião, allowing the criminal group to use the company as a hub for laundering drug‑trade proceeds.

The probe uncovered a parallel management structure within Transunião that diverted funds to the faction, inflating the firm’s capital from about R$ 100 000 to more than R$ 50 million without legitimate justification. Authorities seized R$ 194 million in bank accounts and blocked 117 vehicles, 21 properties and three boats, assets estimated to total up to R$ 30 billion. A court ordered the removal of the company’s directors and authorized the São Paulo municipality to intervene in its management to ensure uninterrupted service for the 262 000 daily passengers.

Mayor Ricardo Nunes appointed a career SPTrans official as interventor and affirmed that bus operations would continue unchanged while further investigations proceed.
