São Paulo inquiry proposes heinous crime status for beverage adulteration

A parliamentary inquiry commission in São Paulo has concluded its investigation into methanol-adulterated beverages, proposing that the tampering of alcoholic drinks be classified as a heinous crime. The 58-page report, approved unanimously, calls for federal legislative changes and the implementation of a national traceability system to monitor products throughout the supply chain.

The investigation, which began in October 2025, uncovered a clandestine network involved in the counterfeiting, re-bottling, and distribution of beverages in the capital. According to the State Health Secretariat, São Paulo recorded 54 cases of methanol contamination and 12 deaths through May 2026.

Law enforcement actions related to the investigation have resulted in 46 arrests and the seizure of 140,000 containers, 22,000 bottles, and approximately 481,500 counterfeit items, including seals and labels. The report recommends holding bars, restaurants, and distributors accountable if they purchase products without verified provenance. It also suggests mandatory presentation of invoices and the use of reverse logistics to dispose of used distilled spirit bottles.
