São Paulo Public Ministry recommends intervention in Brás Market
The Public Ministry of São Paulo (MPSP) has recommended that the city government intervene in the administration of the Feira da Madrugada do Brás. The recommendation targets the concessionaire, Circuito de Compras, citing a debt of approximately R$ 163 million and various contractual irregularities.
An investigation revealed that the company failed to fulfill required investments, faced operational difficulties, and left significant portions of the space vacant. These issues, combined with rising occupancy costs for vendors, have reportedly reduced the economic attractiveness of the site. Consequently, many merchants continue to operate on public streets in the Brás and Pari regions, which the MPSP states frustrates the public purpose of the original concession.
The MPSP has requested that the city and the regulatory agency, SP Regula, decree the intervention within 15 days. This follows a recent Municipal Chamber Parliamentary Inquiry (CPI) that investigated allegations of extortion, the sale of counterfeit goods, and the receiving of stolen merchandise at the market. The administration of Mayor Ricardo Nunes has previously expressed support for reviewing the concession contract.
