São Paulo updates electronic service invoice (NFS-e) system

The São Paulo Municipal Finance Secretariat has implemented technical updates to the electronic service invoice (NFS-e) issuance system. These changes aim to improve data integrity and ensure stricter compliance with municipal tax regulations.

Key updates include new mandatory validations for tax classification, the Brazilian Nomenclature of Services (NBS), and specific rules regarding the IBS and CBS. Starting October 1, 2026, the 'Total Invoice Value' field must represent the entirety of financial inflows from service provision, including reimbursements for third-party expenses. To deduct these values from the calculation base, they must be reported through referenced documents.

The system will now automatically populate the 'Total Received Value' (VTR) field based on the total invoice information. These updates require service providers and accounting departments to ensure their management systems (ERPs) are updated to prevent communication failures with the municipal server and to avoid document rejections.
