São Paulo Wi‑Fi contract tied to alleged PCC member amid fund diversion probe

The São Paulo municipal government awarded a R$108 million contract to the NGO Instituto Conhecer Brasil (ICB) to install 5,000 Wi‑Fi points in peripheral neighborhoods. ICB subcontracted the work to Favela Conectada, whose partner Alex Leandro Bispo is alleged to be a member of the Primeiro Comando da Capital (PCC). Police investigations suggest the contract was priced about 230% above market rates and that only a fraction of the service operated for a few months, raising suspicions of fund diversion.

Authorities allege that a portion of the money may have been used to finance the film "Dark Horse," which will portray former president Jair Bolsonaro. The investigation includes scrutiny of payments, contract documentation, and alleged links between the alleged criminal figure and the municipal project.
