Social security institutes in Paraguay and Ecuador to auction unproductive real estate

Social security institutions in Paraguay and Ecuador are implementing procedures to auction off unproductive real estate assets to improve financial efficiency.

In Paraguay, the Instituto de Previsión Social (IPS) has established Resolution 17/2026 to regulate the sale of properties that do not generate income. Griselda Figueredo, superintendent of Retirements and Pensions, explained that the measure targets properties requiring high investment or those that cannot be rented due to their condition. The regulation emphasizes transparency, liquidity, and the protection of pension assets, noting that IPS must use public auctions for these sales.

In Ecuador, the Instituto Ecuatoriano de Seguridad Social (IESS) is preparing to sell 175 identified properties, including land, houses, and buildings, that have been unused for over 20 years. Bernardo Cordovez, president of the IESS Board of Directors, stated that the institution has identified approximately 1,387 assets with a cadastral valuation exceeding $1 billion. The sale will be conducted via public auction, excluding hospitals and medical centers. Interested parties must submit offers with a minimum guarantee of 15% of the reference appraisal.
