Social Security investigates alleged irregularities at Viana do Castelo care home

The Portuguese Social Security Institute (ISS) has launched an inspection into the Centro Social Paroquial de Barroselas in Viana do Castelo following a formal complaint. The investigation is currently in the instruction phase, with authorities conducting field inquiries beyond mere document collection.

The complaint was filed by Ricardo Barbosa, the former president of the institution's supervisory board, who alleges harmful management, labor harassment, fraudulent hiring, and inadequate care for the elderly. Barbosa reported that since 2018, over 833,000 euros of the institution's funds have been consumed, including the 2024 sale of an apartment for 125,000 euros, which he claims was significantly below market value.

In addition to the ISS, the complaint has been submitted to the Authority for Working Conditions (ACT) and the Public Ministry (MP). Barbosa highlighted concerns regarding the quality of care for the more than 80 elderly residents supported by the center, noting instances where meals allegedly consisted only of soup.
