Social security spending and health insurance stability in Europe
Social security providers in Austria reported record spending on health prevention in 2025. Total expenditures for preventive measures reached approximately 4.41 billion euros, representing a 20.5 percent increase compared to 2023. The largest portion of funding was directed toward delaying disease progression through therapies and recuperative treatments. Primary prevention, including workplace health promotion and vaccination programs, saw a significant increase, while secondary prevention—focused on early detection of diseases like cancer—accounted for 843 million euros. This sector saw a record participation of 1.5 million patients during the year.
In Germany, the government is working to stabilize health insurance contributions for 2027 through a multi-billion euro austerity package. The coalition aims to close a funding gap of 18.8 billion euros to prevent premium increases. This plan includes additional funding for clinics and adjustments to spending limits for certain services. A critical financial forecast is expected to determine if these measures will be sufficient to offset rising costs and maintain stability for insured citizens.
