Social support and care challenges in Dutch municipalities

In Hoeksche Waard, the municipality has introduced recovery activities designed to support residents facing loneliness, burnout, or personal challenges. These low-threshold activities focus on social contact, relaxation, and personal growth without performance pressure. Participants can engage in activities such as walks, creative tasks, or informal conversations at their own pace. The program utilizes peer support specialists, such as Mike Vader, to provide recognition and understanding for those navigating issues like ADHD or homelessness.

In contrast, an investigation by the Court of Audit in Zoetermeer has highlighted systemic failures in supporting vulnerable residents. The report indicates that individuals with mental health issues, addiction, or complex behavioral problems are not always receiving timely assistance. Difficulties in cooperation between the municipality, police, and healthcare institutions have led to gaps in responsibility, particularly for residents facing multiple overlapping issues like debt and housing instability. The findings suggest that while the complexity of reported cases is increasing, the municipality has not fully utilized its capacity to coordinate these various services effectively.
