Social welfare and housing updates in Croatia and Serbia

In Croatia, the Ministry of Physical Planning, Construction and State Assets is progressing with housing solutions for protected vulnerable citizens following European Court of Human Rights rulings. Construction of a state building in Split is expected to be completed by early 2027, which will accommodate 58 protected individuals. Additional housing projects are being prepared for Dubrovnik, Split, and Zagreb, while approximately 107 state apartments in various cities are slated for occupancy by the end of the year.

In Serbia, the Ministry of Labour, Employment, Veteran and Social Affairs announced that applications for the new parent-caregiver status can be submitted electronically via the eUprava portal. The law, which takes effect on October 1, includes the implementation of a dedicated SOS helpline and a specialized platform for social work centers to coordinate information. Once documentation is submitted, social work centers have a 15-day deadline to issue a decision.
