Somalia and Uganda sign bilateral labour agreement
Somalia and Uganda have signed a bilateral labour agreement in Mogadishu to regulate recruitment and protect the rights of workers in both nations. The pact was finalized during a three-day summit held from October 20 to 22, 2026, which also addressed trade, investment, and security cooperation.
The agreement specifically aims to safeguard more than 20,000 Ugandans working in Somalia across sectors such as health, education, logistics, and private security. Key protections include measures against unpaid wages, the withholding of passports, unlawful dismissals, and the lack of written contracts. Under the new framework, workers must be at least 21 years old and must hold a written contract signed before departure and registered with the host country’s labour ministry upon arrival.
This labour pact is part of a broader strengthening of bilateral ties, which includes a planned defence cooperation agreement and a revised Bilateral Air Services Agreement. Both nations also committed to finalizing a Joint Permanent Council on Investment and Trade by November 30, 2026.
