Somaliland pursues regional ties amid stalled sovereignty talks with Somalia
Somaliland continues its pursuit of international recognition and self-governance, maintaining independent institutions including its own government, currency, and electoral processes for over three decades. Having seceded from Somalia in 1991 following a civil war, the region operates under its own domestic laws and a framework established through a 2001 public referendum.
Diplomatic efforts between Hargeisa and Mogadishu have largely reached a stalemate, as the Somali Federal Government maintains that territorial unity is non-negotiable. Consequently, there is an increasing strategic shift toward strengthening ties with regional neighbors, specifically Ethiopia and Kenya. This shift is driven by Somaliland’s desire to bypass unsuccessful negotiations with Somalia and leverage its strategic location in the Horn of Africa, particularly in relation to Ethiopia’s search for sea access.
