The German Ministry of Defense operates a secretive, small-scale unit known as Sonderstab Ukraine to expedite the delivery of military equipment to Kyiv. According to reports from the Financial Times, the unit consists of fewer than 20 members and functions with high agility, often described as a “guerrilla unit” due to its ability to bypass standard Bundeswehr procurement bureaucracy.

The unit’s efficiency stems from a specific legal arrangement: while Berlin covers the costs, the contracts themselves are signed directly by the Ukrainian government. This allows the team to finalize arms procurement deals in as little as two weeks, a stark contrast to the lengthy processes typically required by the German military. One notable success includes the facilitation of reconnaissance drone purchases from the German startup Quantum Systems.

While the unit is reportedly supported by German Defense Minister Boris Pistorius, its unconventional methods have drawn scrutiny. Some officials and industry observers have raised concerns regarding transparency and potential corruption risks associated with bypassing standard public tender rules. The unit’s operations are part of a broader German military support program for Ukraine, which is valued at 11.5 billion euros for the current year.
