SONELEC meter rollout sparks debate in Comoros

The Société nationale d’électricité (SONELEC) in the Comoros is implementing a modernization program to replace old electricity meters with prepaid digital devices. According to World Bank data, over 103,000 meters—covering approximately 80% of SONELEC's customers—have been acquired as part of a reform launched in 2024.

While SONELEC and the African Development Bank suggest these smart meters will improve revenue collection and help consumers manage consumption, the transition has faced criticism. The Comorian Federation of Consumers has reported a sharp increase in household energy expenditures and is calling for an independent audit to investigate discrepancies between reported usage and actual costs.

The modernization effort follows a period of financial instability for the state utility, which has struggled with cash flow issues affecting fuel procurement for electricity production.
