Sonora limits municipal council seats to 15 and enshrines minimum household water supply

The Sonora state Congress approved a package of reforms in an extraordinary session. The amendment to the Law on Government and Municipal Administration caps the number of councilors (regidores) at 15 in municipalities with populations over 100,000, aiming to improve fiscal austerity and administrative efficiency. The changes align municipal structures with constitutional limits and introduce proportional and ethnic representation rules within the same cap.

Simultaneously, the state Water Law was harmonized with federal legislation to guarantee a minimum domestic water supply, framing access to water as a human right. The water amendment was promoted by PT legislator Jazmín Guadalupe Gómez Lizárraga. Additional measures approved include a budget amendment to incorporate the Conservando los Valores de Familia A.C. association, new powers for municipalities to address abandoned properties and vacant lots, and a proposal to revitalize indigenous languages through educational and digital programs.

The reforms were introduced by deputies from Morena, PT, PVEM and other parties and were referred to the relevant committees for further deliberation.
