Sonora state and municipalities report 33.9 billion peso public debt

The state of Sonora and its 72 municipalities reported a total public debt of 33,960.7 million pesos as of December 31, 2025, marking a 5.7 percent increase from 2024. According to Beatriz Elena Huerta Urquijo, head of the Instituto Superior de Auditoría y Fiscalización (ISAF), the state government accounts for 87 percent of this total (29,498.8 million pesos), while municipalities account for the remaining 13 percent (4,461.9 million pesos).

Despite the increase, ISAF maintains that Sonora remains at a sustainable debt level, categorized as a “green light” status. Credit rating agencies including Moody’s and HR Ratings have affirmed a stable outlook for the state, citing adequate financial performance and a diversified economic base. Regarding municipalities, 13 of the 16 evaluated by the Ministry of Finance and Public Credit are in the sustainable zone, though Agua Prieta and Puerto Peñasco are currently under observation.

In Hermosillo, Mayor Antonio Astiazarán presented results highlighting social impacts, including a 23.6 percentage point reduction in the perception of insecurity. The administration reported providing water tanks to 10,000 families, housing improvements for 21,000 families, and the delivery of 21.5 million school breakfasts.
