Mexico implements 12-point emergency plan to strengthen IMSS

The Mexican government has launched an emergency 12-point action plan for the Mexican Social Security Institute (IMSS), designed to be implemented over a 120-day period. The strategy, presented by President Claudia Sheinbaum and IMSS Director Zoé Robledo, aims to reduce surgical backlogs, modernize medical equipment, and improve working conditions.

Key measures include an 8 percent salary increase for approximately 500,000 workers, the permanent hiring (basificación) of 10,939 temporary employees, and the recruitment of 2,500 medical specialists. The plan involves a significant financial commitment, with the salary adjustment alone representing an additional 5,229 million pesos, contributing to a total budgetary impact for the wage increase of approximately 25,299 million pesos.

In addition to labor improvements, the initiative focuses on infrastructure and equipment, including the acquisition of high-technology medical devices and the renovation of hospital beds and stretchers. Meanwhile, the government is also expanding the Universal Health Service (SUS) program, with plans to open 419 clinics in Sonora and 458 in Sinaloa by 2027 to increase medical coverage in rural and marginalized areas.

Despite these announcements, some IMSS workers have expressed dissatisfaction with the proposed wage increase, labeling it insufficient. Dissident groups of employees and retirees have organized a national march scheduled for October 30 to demand better conditions and the resignation of union leadership.
