Soongsil University produces first PhD in overseas citizen protection

Soongsil University’s Department of Disaster and Safety Management has produced South Korea’s first doctoral graduate specializing in the protection of overseas citizens against transnational crime.

In his dissertation, Dr. Park Jun-seok analyzed how perceptions of transnational crime threats influence the demand for implementing Continuity of Operations Plans (COOP) at overseas diplomatic missions. The research found that while crime threats do not directly drive COOP demand, they do so indirectly by highlighting institutional gaps and the need for improved protection policies.

Dr. Park recommended establishing specialized COOP guidelines for diplomatic missions that align with international standards, such as ISO 22301 and U.S. federal government FCD 1 and FCD 2. He also emphasized the need for specialized emergency response scenarios for high-risk areas and enhanced information and education for citizens living abroad. Dr. Park currently serves as a senior analyst at the Consulate General of the Republic of Korea in Hong Kong.
