Brigadier General Souleymane Kandé has been appointed Director General of Foreign Intelligence (DGRE) by presidential decree in Senegal. The DGRE is an agency attached to the Presidency of the Republic and operates under the authority of the Director of National Intelligence.

Kandé, the former Chief of Staff of the Army, returns to a strategic role within the national security apparatus. His previous military career includes commanding Military Zone No. 5 in Ziguinchor, a sensitive region due to security issues in Casamance, and serving as the coordinator for Special Operations in July 2023.

Most recently, Kandé served as the Defense and Security Attaché at the Senegalese Embassy in India, a position he assumed in New Delhi in March 2025 following his appointment in May 2024.
