South Africa addresses social justice and municipal pension deficits

South African Deputy Minister of Cooperative Governance and Traditional Affairs, Dr. Namane Dickson Masemola, is set to deliver a keynote address at the 8th Social Justice Summit at Stellenbosch University. The summit aims to translate constitutional commitments into policy and law reform, focusing on the District Development Model as a catalyst for achieving Sustainable Development Goals (SDGs). Key expected outputs include a Summit Declaration, a National SDG Dashboard, and a Plan of Action for 2026–2030.

Separately, Parliament’s Standing Committee on Finance is seeking accountability regarding R1.79 billion in unpaid pension contributions by municipalities. Dr. Joe Maswanganyi, the committee chairperson, stated that municipalities have been deducting funds from employees without transferring them to pension funds. This issue was highlighted following the implementation of the ‘Two Pot’ system in 2024. Maswanganyi characterized the failure to remit these funds as a criminal offense and called for the Minister of Cooperative Governance and Traditional Affairs to address the matter.
