South Africa proposes digital VAT reporting reform
The South African Revenue Service (SARS) is considering a digital Value-Added Tax (VAT) modernization program to transition from retrospective, declaration-based administration to a real-time digital ecosystem. The proposed model is built on three primary pillars: e-invoicing, an interoperability framework, and e-reporting.
Under the new system, businesses would issue invoices in standardized electronic formats, allowing SARS to receive transaction information in near real time. This shift aims to help the authority identify reporting discrepancies earlier, support pre-filled VAT returns, and eventually automate VAT assessments.
While the reform could improve tax compliance and administrative efficiency, experts note that success depends on several factors. SARS must ensure effective audits, provide timely VAT refunds, and protect legitimate business activity from disruption. Additionally, there is a focus on ensuring that new digital compliance requirements do not impose excessive costs on small and medium-sized enterprises (SMBs).
