South Africa reform progress shows mixed results in energy and logistics

South Africa is experiencing uneven progress across its major government reform programmes. According to a report by Operation Vulindlela, while reforms are intended to boost investment and economic confidence, several key targets have been missed or delayed.

In the electricity sector, efforts to establish a competitive wholesale market are underway, including the publication of a revised pricing policy and regulatory frameworks. President Cyril Ramaphosa has approved a proposal for an independent Transmission System Operator, though electricity distribution reforms remain behind schedule. The National Transmission Company South Africa also missed targets for new high-voltage transmission lines in the previous financial year.

Conversely, the Business Leadership South Africa Reform Tracker indicates a rebound in momentum, with the overall reform completion index reaching a record 72.5. This growth was driven by advances in economic reforms, specifically in digital transformation, water, and energy. Significant steps were taken in freight logistics, including the gazetting of a Rail Access Agreement to encourage private-sector participation and the cabinet approval to separate the Transnet National Ports Authority into a standalone state-owned company.

Despite these gains, challenges persist. Transnet has reported a substantial maintenance funding shortfall, requesting R26 billion from the National Treasury for rail infrastructure.
