South African Reserve Bank plans ATM and payments system reforms

The South African Reserve Bank (SARB) is advancing a major overhaul of the nation’s financial infrastructure through the Payments Ecosystem Modernisation programme. A central component of this reform is the introduction of a white-label ATM network. Under this model, a national cash utility would own and operate unbranded machines, allowing customers from different banks to access services such as withdrawals, deposits, and balance enquiries.

The SARB plans to pilot these white-label ATMs in January 2027, with the goal of establishing a national cash utility by March 2027. The initiative aims to consolidate the country’s fragmented cash infrastructure, which includes over 30,000 machines, many of which are operated by independent entities that do not support deposits.

Beyond ATM unification, the SARB intends to open direct access to the national payments system to non-bank entities, including retailers, telecommunications companies, and fintech firms, starting in mid-2027. This move is designed to increase competition and innovation. While the central bank aims to reduce system costs and potentially offer free low-value ATM transactions, it noted that specific fee reductions for individual customers are a policy objective rather than a guaranteed outcome.
