South Africa's IEC introduces disinformation code of conduct

The Electoral Commission of South Africa (IEC) has introduced a new Electoral Code of Conduct on Countering Disinformation ahead of the upcoming Local Government Elections. Established under section 88 of the Local Government: Municipal Electoral Act, 2000, the framework is designed to protect democratic integrity by regulating the deliberate publication of false information by candidates or parties.

Sanctions for violating the code include fines, campaign restrictions, and, in severe instances, the cancellation of a party’s registration. The code aims to balance the preservation of constitutional rights, such as freedom of expression, with the need for a transparent information ecosystem.

In preparation for the elections, political parties are signing the IEC’s code of conduct pledge nationwide. Meanwhile, local representatives, such as Al Jama-ah’s Jakes Karolia in Gauteng, have highlighted ongoing municipal challenges including deteriorating infrastructure, electricity issues, and hygiene concerns in informal settlements.
