Vusimuzi “Cat” Matlala rejects plea deal in SAPS tender case
Vusimuzi “Cat” Matlala withdrew from a negotiated plea and sentence agreement with the National Prosecuting Authority in the Pretoria Specialised Commercial Crimes Court on 13 July 2026. Magistrate Ignatius du Preez declared the agreement null and void after rejecting the originally negotiated eight‑year sentence as too lenient and proposing an effective 12‑year term. Matlala’s lawyer confirmed the withdrawal applied to all three accused – Matlala and his companies Medicare24 Tshwane District and Luxo Africa Brand Investments.
The case concerns a R228 million health‑services contract awarded by the South African Police Service to Matlala’s company, which prosecutors allege was secured through fraud, corruption and money‑laundering. The collapsed deal means the affidavit and testimony Matlala would have provided against senior police officials, including suspended National Police Commissioner Fannie Masemola, cannot be used by investigators. NPA spokesperson Kaizer Kganyago said the state’s case will proceed independently, relying on evidence already gathered, and the trial has been postponed to 11 September 2026. Matlala remains in custody pending the next hearing.
