South Florida SNAP Fraud Scheme Defrauds Over $19 Million

Federal investigators disclosed a multi‑year scheme that diverted more than $19 million from the Supplemental Nutrition Assistance Program (SNAP) in South Florida. From July 2019 through May 2026 the defendants used authorized grocery stores – Brown Sugar, Kwik Stop and Quickie Mini Market – to process EBT card transactions, overcharging beneficiaries and returning roughly half of the cash while keeping the remainder. A grand jury indicted four men: Rajaie Ahmad Ali, 63, of Miramar (subject to a final removal order); Sami Jamhour, 43, of Hollywood; Cristian Giovanni Amaro, 27, of Miami; and Adel Amro, 23, of Fort Myers. The indictment alleges they shared point‑of‑sale terminals in violation of SNAP rules. "Food stamps exist to help families put food on the table, not to make criminals rich," said U.S. Attorney Jason A. Reding Quiñones.
