South Hams District Council proposes new animal licensing policy
South Hams District Council has launched a public consultation regarding a proposed 27-page draft Animal Licensing Policy. Residents are invited to provide feedback on the document until October 30, 2026.
The policy aims to regulate businesses involving animals, including dog breeding, pet sales, boarding, daycare, cat boarding, horse riding establishments, and animal exhibitions. It also incorporates new legislation for the licensing of privately kept primates, following regulations introduced in April 2025, alongside existing rules for zoos and dangerous wild animals.
Under the proposal, the council will assess applicants to determine if they are “fit and proper” persons by reviewing licensing history, criminal convictions, and information from the police, veterinary practices, the RSPCA, and the Kennel Club. The draft places a strong emphasis on safeguarding children and vulnerable people, requiring applicants to have specific training and vetting procedures. The council maintains the authority to refuse, suspend, or revoke licenses to protect animal welfare and may use body-worn cameras during inspections.
