South Kesteven Council Gets C2 Rating as Folkestone & Hythe Achieves Top C1 Housing Rating

South Kesteven District Council received a C2 grading from the Regulator of Social Housing after a planned inspection. The regulator noted significant progress over the past two years and satisfaction with many outcomes, but highlighted the need for further improvement in safety, quality, transparency and accountability before a C1 rating can be achieved. The council affirmed its commitment to continue working with the regulator to reach the highest standard for tenants.

Folkestone & Hythe District Council was awarded the Regulator's highest C1 rating, becoming the first council in Kent to achieve this distinction. Inspectors praised the council’s strong tenant involvement, up‑to‑date housing stock knowledge and high health‑and‑safety compliance. Council members Rebecca Shoob and Elaine Bostock highlighted the achievement as evidence of staff dedication and effective tenant advisory groups, while pledging to maintain the focus on tenants.

Both councils are among the minority of local authorities nationwide to receive top‑tier consumer standards judgments, with only about 13% holding a C1 rating.
