South Korea accelerates semiconductor and frontier AI initiatives

South Korea is accelerating national strategic initiatives to secure leadership in advanced technologies, specifically targeting semiconductors and physical artificial intelligence. The administration is conducting a comprehensive review of mega-projects to improve execution speed, resolve regulatory bottlenecks, and strengthen semiconductor supply chain resilience.

To keep pace with global developments in frontier-level AI, the government is considering restructuring its national AI project. This may involve establishing a special purpose vehicle (SPC) to pool resources from multiple companies to develop high-performance models capable of complex reasoning and autonomous task execution. Officials emphasize that securing frontier AI capabilities is essential for national security and future economic competitiveness.

Furthermore, the government is positioning AI as a fundamental infrastructure, comparable to electricity. Through the ‘Universal AI’ plan, South Korea aims to provide citizens with affordable or free access to AI services, led by major telecommunications and internet providers such as SK Telecom, KT, and Kakao. This strategy seeks to foster a local application ecosystem while ensuring the nation remains a leader in the global AI race.
