Global AI development shifts toward industrialization and strategic infrastructure

Global and regional efforts to advance artificial intelligence are shifting from experimentation to large-scale industrialization and strategic infrastructure development.

In South Korea, the government is planning its 2027 national information security R&D, focusing on an ‘AI Cyber Shield Dome’ and ‘Physical AI convergence security.’ This includes developing AI agents capable of autonomous threat detection and response. Additionally, the company inDJ is participating in a national project to develop ‘agentic AI’ companions designed to detect emotional distress and provide proactive support.

In Europe, the European Commission is working to close the gap with the United States and China. A plan aims to mobilize 230 billion euros to establish Europe as an ‘AI continent,’ including the construction of seven ‘giga-factories’ equipped with advanced computing power and data centers.

In France, the focus is on transitioning AI from isolated pilot projects to integrated business processes. While the country possesses a strong startup ecosystem and significant investment potential, current adoption rates for significant AI use remain lower than the Eurozone average. Meanwhile, the role of software developers is evolving as AI agents move from simple code completion to delegating complex tasks, shifting the human role toward supervision and high-level judgment.
