South Korea announces major AI investment and autonomous shipping strategy

South Korea has unveiled comprehensive strategies to dominate the artificial intelligence and autonomous maritime sectors. The Ministry of Oceans and Fisheries announced the “Marine and Fisheries Artificial Intelligence Transformation (AX) Strategy,” which aims to secure fully unmanned (Level 4) autonomous navigation vessel technology by 2032. The government intends to achieve the top global position in market orders for these vessels by 2035, a market projected to reach $200 billion. This initiative includes using AI to reduce marine accident casualties by 30% by 2030 and increasing port productivity by 30% through the introduction of “physical AI” and automated testbeds at Gwangyang Port.

In a separate push for technological sovereignty, President Lee Jae Myung confirmed a budget commitment of 4.7 trillion won ($3.49 billion) to develop a high-performance sovereign AI model. This effort is part of a broader $15.86 billion investment plan for 2027, which covers domestic AI development, semiconductor manufacturing, and the expansion of AI data centers. The strategy seeks to bolster the domestic AI ecosystem, currently supported by major semiconductor manufacturers Samsung Electronics and SK Hynix.
