South Korea basic pension top 1% assets and income analyzed
Data from the Ministry of Health and Welfare reveals that the top 1% of basic pension recipients in South Korea hold an average general asset value of 340 million won. Their average monthly earned income stands at approximately 2.2 million won.
The findings, released by the office of National Assembly member Nam In-soon, address ongoing controversies regarding whether high-asset individuals are unfairly benefiting from the system. While critics pointed to extreme hypothetical scenarios, such as elderly couples owning 1.7 billion won apartments while still receiving benefits, the actual data shows a gap between these claims and the reality of the top 1% recipients.
The controversy stems from the pension system's generous deduction rules compared to other welfare programs. For instance, the basic pension applies a significant deduction to earned income and uses a much lower asset-to-income conversion rate than the Basic Livelihood Security System. In response to calls for reform, the government is preparing a plan to maintain the recipient base at the bottom 70% of earners while differentiating payment amounts based on income levels.
