South Korea inter-floor noise disputes escalate into violent crimes
Inter-floor noise disputes in South Korea have reached critical levels, with over 350,000 counseling requests recorded at the ‘Inter-floor Noise Neighbors Center’ between 2016 and August 2024. Data provided by the Korea Environment Corporation to lawmaker Hwang Hee shows that annual consultations have consistently exceeded 30,000 cases in recent years, averaging approximately 110 calls per day this year.
These disputes have increasingly escalated into violent crimes. Recent incidents include a fatal stabbing in Daegu involving a resident frustrated by noise, a 25-year prison sentence handed to a man in Cheonan for the murder of an elderly neighbor, and a stabbing in Incheon that injured a family of three.
While the government implemented a ‘post-construction verification system’ in August 2022 to measure actual impact noise in new buildings, critics note that current measures often only allow for ‘recommendations’ regarding repairs rather than mandatory enforcement. Proposed improvements include increasing the inspection sample size from 2% to 5% and making remedial construction mandatory to ensure compliance with noise standards.
