South Korea launches 5 trillion won semiconductor fund and manufacturing hubs
South Korea has announced a major strategic initiative to bolster its semiconductor industry and supply chain sovereignty. The government will establish a new 5 trillion won (approximately USD 3.52 billion) fund to support domestic companies specializing in chip materials, parts, equipment, and fabless design. This fund is intended to complement the massive investments from major corporations like Samsung Electronics and SK Hynix.
A central component of this plan is the development of new semiconductor manufacturing hubs, including a major cluster in the Honam region. To facilitate this, the government has directed the relocation of the Gwangju military air base, with a target completion date of mid-2028, to free up land for industrial use. The first phase of the Honam semiconductor fab is aimed for completion by 2029.
To support these massive projects, the government plans to enact the Mega Special Zone Act within the year to expedite permits and infrastructure development. This includes securing critical resources, such as a target of 650,000 metric tons of water daily for the Gwangju cluster by 2030. Additionally, large-scale investment projects in the Chungcheong and Yeongnam regions, totaling hundreds of trillions of won, are scheduled to begin this year.
