South Korea launches AI initiatives and seven Asia-Pacific special zones

South Korean authorities are launching initiatives to expand the global reach of artificial intelligence (AI) and digital transformation. The Ministry of Economy and Finance has introduced four key policy tasks under the ‘AI for All’ framework to foster inclusive growth. These tasks include building innovative ecosystems—encompassing data centers, power, and internet infrastructure—transforming industries such as agriculture and healthcare, cultivating professional talent, and strengthening international cooperation to address the cross-border nature of AI.

Complementing these efforts, the Ministry of Science and ICT and the National IT Industry Promotion Agency (NIPA) have announced the establishment of seven Asia-Pacific AI Special Zones (AHAP). These zones, located in regions including Gwangju, Daegu, Busan, Jeonbuk, Gyeongnam, Chungbuk, and Gangwon, are designed to serve as global hubs for AI verification and commercialization.

The program aims to connect domestic AI innovation centers with the global ecosystem, supporting both the entry of foreign talent and companies into Korea and the overseas expansion of domestic firms. Support includes funding for technical verification (PoC), assistance with global regulatory compliance—such as the EU AI Act—and programs to help international experts settle in Korea.
