South Korea mandates re-authorization for cable cars and monorails

South Korea's Ministry of Land, Infrastructure and Transport has implemented revised enforcement decrees and rules for the Railway Transport Act, effective as of the 18th. The new regulations mandate that operators of rail-based facilities, such as cable cars and monorails, must obtain re-authorization within a maximum period of 20 years.

Previously, these businesses could operate almost indefinitely once an initial permit was granted. Under the new system, local governments will determine the specific validity period based on factors including the purpose of operation, funding methods, annual passenger volume, and safety inspection results. Operators are required to apply for re-authorization between one and two years before their current permit expires.

To enhance public safety and oversight, operators must establish comprehensive safety management plans covering maintenance, staffing, and emergency manuals. Failure to comply with safety obligations or corrective orders can result in administrative penalties, including business suspensions ranging from 10 to 60 days, or the total cancellation of permits. The revision also requires operators to submit plans regarding environmental conservation and public welfare to ensure the public interest is maintained.
