South Korea’s foreign and unification ministers publicly disagreed over a proposal to launch four‑party talks with the United States and China aimed at re‑engaging North Korea. Foreign Minister Cho Hyun described Unification Minister Chung Dong‑young’s plan as “idealistic” and said it lacked backing from other ministries, while Chung argued that “ideals are needed to change reality.”
