South Korea moves to create Education Activity Protection Bureau amid Netflix drama debate

A Democratic Party think‑tank in South Korea released a policy brief urging the Ministry of Education to establish an Education Activity Protection Bureau, modeled after the fictional “Education Protection Agency” featured in the Netflix series ‘Education’. The proposal calls for a central “control‑tower” to manage incidents of education‑activity infringement, the legalisation of provincial Education Activity Protection Support Centers, field support teams and the appointment of dedicated officers.

Gyeonggi‑do education superintendent‑elect Ahn Min‑seok publicly backed the suggestion and called for an open debate on the bureau’s creation. Teachers’ unions and educators, however, warned that a punitive, “retributive” body could exacerbate tensions, arguing that existing support structures should be strengthened and that reforms to laws such as the emotional child‑abuse statute are more urgent. Currently, 55 education‑activity protection centers employ 356 staff handling over 2,000 related tasks nationwide. A recent teacher survey indicated that 36.6% have experienced education‑activity infringement, with many fearing retaliation for reporting complaints.
