South Korea launches 'AI for All' free generative AI program

South Korea is launching the 'AI for All' program, an ambitious initiative to provide free, unlimited generative AI services to its entire population of approximately 52 million people. The program aims to integrate artificial intelligence into daily public life, enabling citizens to perform tasks such as booking medical appointments, seeking tax advice, searching for housing, and accessing educational materials. Small businesses will also benefit by using the tools to calculate taxes and verify eligibility for government support.

The Ministry of Science and ICT has selected three technology consortia to operate the service: SK Telecom, KT, and Kakao. To ensure technological sovereignty and reduce reliance on American and Chinese models, the government has mandated that at least 50% of model queries must be handled by South Korean sovereign foundation models.

To support the necessary computational infrastructure, the state will provide 512 Nvidia B200 GPUs to the selected groups during 2026. A beta testing phase is scheduled to begin in September 2026, with a full national rollout expected by the end of the year. The government is investing significantly in this technology, with some reports noting a budget increase for AI-related expenditures to 10 trillion won for 2026.
