South Korea strengthens child abuse prevention and separation policies

The South Korean government has announced enhanced measures to prevent child abuse following the death of an 11-year-old boy in Cheonan. Under the new guidelines, authorities will prioritize the immediate separation of children from caregivers if two or more abuse reports are filed within a single year.

Data shows that over 1,500 immediate separation cases occur annually, with approximately 90% of these cases being confirmed as actual abuse. To support these efforts, the government is recruiting 113 new child abuse dedicated officials and increasing their activity allowances. Additionally, 18 specialized shelters for infants and children with disabilities will be established by 2027.

Recent statistics reveal a concerning trend: child abuse deaths rose to 38 last year, with nearly half being infants under one year old. While total reports increased by over 25%, the rate of confirmed abuse cases fell to 41%. To address systemic failures, a special committee will be formed to analyze suspicious child deaths and improve inter-agency information sharing between police, local governments, and educational offices.
