South Korea to overhaul education funding and create semiconductor windfall fund
The South Korean government has announced a major overhaul of its fiscal allocation systems, including the creation of a 'Future Response Fund' and a significant change to local education funding. The new fund aims to capture 'windfall revenue' generated by the semiconductor boom to invest in long-term strategic areas such as youth development, new growth engines, regional economies, and talent cultivation.
Simultaneously, the government is ending a 55-year-old practice of automatically linking local education funding to 20.79% of internal taxes. The new formula will instead incorporate the previous year's grant, the three-year average economic growth rate, and 35% of the school-age population change rate. This shift is intended to address the disconnect between rising tax revenues and the rapidly declining school-age population.
While the government maintains that total education funding and per-student amounts will increase, critics and the Association of Korean Superintendents of Education have expressed strong opposition. They argue the reform could lead to a 20 trillion won reduction in funding compared to the previous system and claim the decision was made without sufficient consultation with local education authorities, potentially undermining educational autonomy.
