South Korea to overhaul TOPIK exam with AI and stricter cheating penalties

South Korea's Ministry of Education and the National Institute for International Education have announced a major overhaul of the Test of Proficiency in Korean (TOPIK). The plan aims to modernize the exam and address rising cheating incidents, which saw a jump from 331 cases in 2021 to 606 in 2023.

By 2029, the testing system will integrate artificial intelligence to assist in generating and grading questions, though experts will continue to verify all outputs. The government also plans to introduce a 'home-test' option, starting with lower-level exams that are not used for official residency or university admissions.

To combat sophisticated cheating methods, such as the use of AI-enabled glasses and miniature earphones, authorities will expand the use of radio-frequency detectors. Penalties for serious misconduct, including impersonation, leaking exam papers, or forging identification, will be increased to a maximum of five years of eligibility suspension. The government intends to invest 23.5 billion won to implement these changes and meet a target of 1 million applicants by 2030.
