South Korea unemployment benefits face scrutiny amid rising fraud

South Korea is facing growing controversy over its unemployment benefit system as data reveals a rise in repeat recipients and fraudulent claims. According to data from the Ministry of Employment and Labor, approximately 113,000 people received job-seeking benefits three or more times last year, totaling nearly 600 billion won.

Concerns regarding moral hazard have been highlighted by Chef Kang Leo, who shared an anecdote about encountering individuals in Japan claiming to be traveling on unemployment benefits. The issue is compounded by the fact that the minimum benefit amount can sometimes exceed the actual take-home pay of minimum wage workers.

Fraudulent activity is also on the rise. The number of detected fraudulent recipients staying abroad increased by 57% last year. In response, the government is moving to reform the system, including plans to adjust the calculation standards for benefits to better align with current minimum wage levels starting next year.
