South Korea unveils AI‑driven overseas aid and defence ecosystem plans

South Korea's government announced a new “K‑AI package” that integrates artificial‑intelligence solutions, data‑centers and power infrastructure into its official development assistance (ODA). The initiative will offer AI‑based upgrades for water, health, energy and transport projects in partner countries and aims to boost Korean AI firms' overseas markets while supporting digital transformation in developing nations. The package also ties into broader trade strategies, including WTO reform efforts and a proposed comprehensive economic partnership with Bangladesh.

In parallel, the Korean defence sector presented a three‑stage strategy to build a national defence‑AI ecosystem, dubbed “K‑Palantir”. The plan focuses on cultivating Forward Deployed Engineers (FDE), creating a defence‑specific GitHub for sharing solutions, and supporting AI‑startup creation by former FDE talent. The proposal highlights the need for an open, domain‑expertise‑driven AI environment rather than reliance on a few large firms, citing recent international contract cancellations as a cautionary example.
