Seoul court orders North Korea to pay damages for 2020 office demolition

A Seoul court has ordered North Korea to pay approximately 44.6 billion won (roughly $32.5 million) in damages to the South Korean government for the 2020 demolition of the inter-Korean liaison office in Kaesong. This ruling marks the first time the South Korean government has directly sued the North Korean state and won.

The demolition occurred on June 16, 2020, in response to South Korean activists sending anti-Pyongyang leaflets across the border. The South Korean government filed the lawsuit in June 2023 to prevent the statute of limitations on the claim from expiring. The total damage estimate includes 10.25 billion won for the liaison office building and 34.45 billion won for an adjacent support center.

Because direct communication with North Korea was impossible, the court utilized the public notice service method to proceed with the trial. While the ruling is a legal victory, experts note it is largely symbolic, as there are currently no practical means to compel North Korea to fulfill the payment.
