South Korean financial sector faces rising system failures and fraud

South Korea's financial sector is facing dual challenges regarding system reliability and fraud prevention. Between January 2022 and August 2025, the industry reported 1,736 instances of computer system failures, averaging approximately one incident per day. Despite the rising frequency, the Financial Supervisory Service's sanction rate stands at only 2.1%, with total fines amounting to roughly 2.1 billion won. Critics argue these lenient penalties may lead to moral hazard, discouraging banks from investing in necessary IT infrastructure and security upgrades.

Simultaneously, voice phishing incidents confirmed through Fraud Detection Systems (FDS) have surged. Among South Korea's five major banks—KB Kookmin, Shinhan, Hana, Woori, and NH Nonghyup—confirmed fraud cases rose by 101.7% in 2025 compared to 2024, reaching 8,760 cases. Internet-only banks also saw a significant increase, with confirmed fraud cases rising by 70.7% during the same period. While FDS detection rates remain high, the rapid increase in successful fraud highlights ongoing vulnerabilities in the digital banking landscape.
