South Korean government to pilot AI-based land and construction permit diagnosis

The South Korean Ministry of Land, Infrastructure and Transport, alongside the Ministry of Science and ICT, has unveiled an AI-based integrated permit pre-diagnosis service. The system uses natural language processing to allow users to ask questions in everyday language to determine if specific land can be used for construction or development based on complex laws and local ordinances.

Pilot operations are scheduled to begin in January 2025 across five regions: Gyeongsan and Yeongcheon in Gyeongbuk, Gyeyang-gu in Incheon, Eumseong-gun in Chungbuk, and Asan-si in Chungnam. Following this phase, the government plans to expand the pilot to 18 local governments by June 2026, with a goal of launching a nationwide mobile and administrative service by December 2026 and full public service by 2028.

Additionally, the Ministry of Land, Infrastructure and Transport and the Ministry of Trade, Industry and Energy have enhanced a factory permit pre-diagnosis service. This upgraded system allows users to receive automated site recommendations based on specific industry requirements and desired conditions. It integrates 3D spatial information to simulate building layouts, terrain, and permit-eligible areas. The mobile version of the factory service is now available to facilitate on-site inspections.
