South Korean local governments implement new welfare and training initiatives

In Geumcheon-gu, the local district office and the Geumcheon Police Station have signed a memorandum of understanding (MOU) to establish a joint response system for individuals in social crisis. The partnership aims to early identify and provide one-stop services for high-risk groups, including those at risk of social isolation, solitary deaths, suicide, and mental illness. Under this agreement, designated personnel from both agencies will share information and conduct joint field responses. Police officers will accompany welfare staff during site visits to ensure the safety of both the workers and the vulnerable individuals.

Meanwhile, in Suncheon, a proposal to conduct military-style training for 548 senior civil servants (level 6 and above) has sparked controversy. The program, which includes activities such as indoor shooting, chemical/biological/radiological defense training, and urban combat simulations, is intended to enhance teamwork and disaster response capabilities. However, some employees and labor unions have criticized the initiative as an outdated method of enforcing discipline and suggested that resources should instead be directed toward improving welfare and the working environment. The city administration has stated that the program is currently in a demand survey stage and participation is not mandatory.
